CEL: Code P0136

CEL: Code P0136
What does it mean, it says O2 Sensor Circuit Bank 1, Sensor 2.
I got a CEL fix with my downpipe, and I did the Resistor for the uppipe so what I am thinking is that the CEL fix for the downpipe is defective...is that true?

EDIT: I dont think the CEL fix is defective since my air fuel ratio gauge used to work, and after putting in the fix it doesn't show a reading anymore...Also can an exahust leak cause the CEL as well, and what do I listen to for an exhaust leak?

no an exhaust leak will not throw a cel, i had a major one and it didn't give a cel.
and an exhaust leak is just a hissing noise

If you are using the Pony Express MIL eliminator, make sure you have the right wires connected, and make sure they securely connected with butt connectors. I threw a CEL when changing back from my catless to high flow cat, because a loose wire came out of its connector.
Your rear O2 sensor has to be in good working condition for the MIL eliminator to work properly. Also make sure your rear O2 sensor is securely fastened to its mounting point.
