$9 in supplies... plus time and manpower... shipping. etc. MUCH more.

But if they can hit a price point under $100 they'll sell like crazy. If they're going for $50 you can market them as essentially a disposable bike. You take it to the office. Leave it there. Ride it around until something goes wrong... recycle it. Buy a new one.

I'd leave one at work for my lunch break bike for sure.
