Overboosting!

Alright so I just got the new tial 38 mm mv-s external wastegate installed. I have the springs in for 18psi roughly. Everything was connected properly but for some reason I'm over posting between 25-30 psi when before I would hit 20 and taper down to 16psi at WOT at too end.

My question is: what is causing me to overboost? I disconnect the ebcs and went turbo to wastegate directly to make sure it was working right but it's not holding boost it just keeps building. There is a spacer the diagram said to install I'm wondering if that's causing it to not be able to close all the way. Before it wouldn't even boost.

It was hooked up wrong for the ebcs I have.
