New tophats, sitting higher?

New tophats, sitting higher?
Hey Guys,
So I finally got around to installing new suspension on my wagon, but ran into a problem-
Springs - Swift Wagon Springs
Struts - KYB GR2 struts
Stock Upper Perch
Adjustable Camber plates on the front. (unknown brand, came with the car, probably ebay junk)
The problem -
The front of the car is sitting about 1" higher than the rear of the car. I know that these springs are specifically designed for wagons to prevent the "saggy butt", and measurements are showing that the front is sitting higher than it should be, while the rear is at the correct height.
My assumption is that the camber plates are the cause, but when comparing them with a factory top-hat, they appear to have a smaller profile.
I've checked with Swift, as well as with KYB on this, and confirm that they are not the issue.
So, the question is - can top-hats/camber plates cause that significant a change in height? Or am I missing something?
If it is the camber plates, can you guys point me towards the best budget option?

Do you guys have suggestions on what tophats or camber-plates I should get?
I'm not to keen on spending $200 on a set of group-n. Any suggestions on alternatives is appreciated.

I currently have the Group N's installed and they are great for what they are and the price. Going with camber plates on a mcpherson shock set up can screw your geometry as they are meant for suspension with a lower profile such as coil overs.

If you are wanting to stick with the strut and spring combo and want to retain a lower ride height, then I would go with factory style top hats such as the Group N ones.
