yea tell them to take the $150 and give it back lol. you shouldnt have to pay a DIME. call subaru of america if they are being difficult or just go to another dealership. the recall is free (unless already been done) which means you shouldn't need new lines. subaru is fixing their problem you dont have to pay anything.

I just had the recall done, but in AZ, a state that is not covered under the general recall. There was no inspection fee, but they did charge me to replace several hoses that were cracked or failed while they were taking off the intercooler and intake manifold to get to the fuel leak. The total came to $110 for the replacement hoses, but they also changed out seven other hoses/pipes in the engine bay and did not charge me for those, putting those under the recall warranty tab - as a result, every rubber hose in my engine bay besides the radiator hose was replaced, even the insulation hose over the A/C line. Definitely worth it for 02/03 owners; I got 2 hours of labor and about $245 worth of parts installed for free.

That is a totally reasonable expectation, all shops would do this. Any work that requires disassembling the entire top of the motor (which this recall requires) is going to charge you for stuff that breaks while getting to the actual work area.
