Its just how the business works. It's just a mad rush to get to a perceived milestone, then they find out something else is wrong and push the date back. Its the "we need this yesterday, and we're over budget" speech. You just have to be prepared to get an assignment anytime. Even if there are stretches when there is absolutely nothing to do. If you aren't there, they find somebody else to do it.
