Assembly Bill 1887: Prohibition on State-Funded and State-Sponsored Travel to States with Discriminatory Laws
TL;DR - State of California employees are prohibited from traveling, on the State's dime, to other states with discriminatory laws. Currently, those states are Kansas, Mississippi, North Carolina, and Tennessee.
As an Agreement State with the U.S. Nuclear Regulatory Commission, California sends employees to NRC-sponsored training courses that are job-essential (note: specifically, not "job-required" since the Feds cannot REQUIRE us to go, but it is everything but required).
Here is a list of those course and their respective venues for FY2017:
