Angry Weird electrical problems...

When I was driving today, my driver's side HID went out. I turned the lights off, then tried to turn them back on again, but no matter how many times I did it, the driver's side would not turn back on. Then when I got home, I noticed that with the engine idling, the voltage of my car was at 14.2. Is that normal? With the engine off, and the key turned to the "on" position, voltage was around 11.7. What's the voltage for our cars supposed to be at with the engine on? I'm thinking maybe I have a bad voltage regualtor? This is pissing me off, I have to drive with one working headlight in the rain now.

Yeah your voltage sounds fine to me. When you hit the gas is it rising to 15V or more? It should.
