I agree that you should let it slide for the first or second one but remind them in class that after this week that anything that isn't in the dropbox will be considered a zero unless they have the dean's approval and then yell "you're gonna learn today!"

I want to say that you have to have some level of comprehension to get to the collegiate level, however I have seen people stupider than livestock around here so I won't make that case.
Best case scenario you start charging students for their mistakes, i.e. $100 if you don't turn in the assignment to the dropbox. You'll have that 6 speed in no time.

I'd call it the dumpster rule. If the required assignment/documents aren't placed in the appropriate location, students will be required to pay a fee for appropriate consideration.
