Need help: over heating, bad water pump?

I have a 1999 legacy outback.
It is over heating on me. I just changed the thermostat thinking that was the problem but it didnt fix the problem.
I think the water pump is bad because the water hose at the top of radiator is hot but the hose at the bottom is ice cold and the car says its hot.
Any Ideas/ suggestions?
Also if I have to change the pump, any tips/ special tools I will need?

Head gaskets are shot. Pull the motor out and fix em.

headgaskets are most likely blown. i have the same problem with my legacy.you have to do the headgaskets and replace t-belt water pump, and other gaskets aswell while youre at it. for this you need to pull the engine out.

I just barely did all that to my 05 gt, definitely worth the month out of commission.. Went in and did a couple other goodies while I was in there!
