yes, more than a little.

I used to work at a tire shop and would see this with mexican guys that wanted to run skinny white-wall tires on too wide wire spoke wheels. Problem is tires are designed to make a seal on wheels within a certain size, and they often blow a their bead when they hit a good pot hole or bump.
