But I'm curious why you think the cost is out of whack?
Seems to me that $2500-3500 is the window for that repair.
Figure it this way... proper timing belt change... $1000-1300.
So now you're left call it $2000 left on the quote.
Pull the heads off. You'll need head gaskets. That's another $100.
You're gonna need valves. I wouldn't recommend just replacing the one or two that are visibly bent. I'd replace them all since the heads are off.
Be a good idea to check the head.. have it decked. Etc. What if it's got the crack? Cost could go much higher.
Seems to me that it's on the upper end of the range but still in the range.
And $3-4k for a WRX with a smoked motor is reasonable as well. If I was a shop that's what I'd offer.

Thing about getting a used motor is your cost is going to go even higher than 3300$ out the door if you want it done right. Also with high mileage motors, you might have to replace the heads off the other motor too.
