I think it sounds pretty interesting.
They have a similar setup in a lot of the GT style series.
The balance of power rules are actually quite interesting and work very well actually.
Perfect example is the Continental Tire Series. They have 13!! different car brands and with the balance of power the cars all put down very very similar lap times.
I wonder how F1 would do it tho.

I don't think there are enough factory teams. I don't consider RedBull to be a factory team.
Unless they force all engine suppliers to have a team, maybe. But I don't see that ending well.
F1 doesn't really show factory teams being superior either.
Might be interesting to loosen regulations though. Maybe have a class with unlimited spending and performance restrictions and a second class with spending restrictions and unlimited performance.

I'm a big believer in "Gotta pay to play"
If a team wants to spend, and therefore has a great car or driver lineup, good for them. I don't care for small teams, or their issues. I think it's stupid to give them a hand out just because they are small, or some sort of advantage technically because they don't $.
However, I am in favor or getting rid of some of the rules that SPEC F1. Engines, ECUs, Tires etc should give choices. Examples:
Run whatever NA engine you want up to X liters. Run whatever FI engine you want up to Y liters.
Run whatever tire supplier you want. Bridgestone vs Michelin was AWESOME. ****ING AWESOME!!! I really miss tire manufacturer battles. They need to stop this 1 supply BS.
Run whatever ECU you want. I wasn't a supporter of a unified ECU. I think it limits the potential of teams, and it limits the finding of advantages.
For me, again, I love seeing teams think up great ways around rules and find advantages. F-Duct, Double Diffuser, Mass Damper, etc. I love that ****. More power to them.

they need to encourage, not punish, these small outlier innovations like F-ducts, etc and allow tire choices and ECU tuning so the smaller teams have a chance to compete by innovating and not just improving.
going from watching Monaco to the Indy 500 sunday before last really put how boring F1 is in stark contrast. Just about ready to give up on it to be honest.
