If the picture if lipped and it's actually on his left side... over his heart. Then it's the chinese WAN.
A symbol used for thousands of years. Buddhist monks are still tattoo'd with it. It has different meanings depending on the color.
But if that is truly the left side then it's a traditional swastika and I'm not sure what he's trying to say. (the WAN is actually the reverse direction)

My brother in law is getting out of the army. Just put up a new website.
Kapanese Tattoo
I'm going to see him in a couple weeks to welcome him home. Hopefully try to get some new ink in the next couple months from him though after he settles in back home.

The traditional version is very plain and in the middle of the chest. Google image a old school Buddha statue and its in the middle. It can mean a variety of things such as : good luck, universe, peace, etc and can still be found on many temples and such. It can be "spinning" in both directions but i chose this format because its the opposite of the **** swastika (reverse of what I have and tilted). Made it as Asian as possible so no one thinks im a racist (even though im asian, i still get those odd looks from everyone while im at the beach/pool party in Vegas)
Similar as a cross for Christians/Catholics
Edit: all the males in the family has a swastika tattoo somewhere on them and mine is located on my right side of the chest; left side of the chest is reserved for family
