I remember as a kid during that one flash flood, probably it was in '98. I stood out there in the rain and no buses came (after I called school when I got home) said it was too dangerous for the bus to drive up the hill where we lived.
As a teacher, I agree with the reason stated online by some school districts. It's unsafe, and to think that all teachers can commute and make it when some probably won't, and then have students there without enough adults would be unsafe. Especially since power is going out, etc.
