I think it looks kinda ****ty. But with some time, money, and TLC it would be a beautiful beast.

Thats why it says PROJECT CAR! or something like that so it would look ****ty right now. But all it needs is some paint and the engine wired up and plumbed and it would be on the road...

If you're interested in it, contact him, ask every question you can possibly think of, and keep in mind that nowhere in that auction does it say as is. Be it that there's not written documentation of it being "as-is" he is legally responsible for any information that he didn't disclose knowingly. So be it that he sees this and is both willing to answer any questions you have AND doesn't edit the auction to "as-is", I wouldn't think twice about buying it if that was something I'm interested in. Of course, if he's non-responsive to questions or changes the auction to as-is, I would be quick to assume he has at least one thing to hide.
