Those are OZ/Prodrive P1s. I think the version they run on the Tarmac Rally car is 18". P1s are very popular. Lots of people have them and even more people (10x) have the copy by Rota called "Tarmacs".

You can get them the OZ/Prodrives from tirerack.com and the copies from suby-dude.com.

just to clarify... the ones in the pic, the ones Makinen uses are made of magnesium. It'll cost little more than OZ P1's :D
