Well, if you decide $21K is the price you are willing to pay, just tell the dealer that is what you are willing to pay TODAY. Usually the guy who is talking to you can't really make the call on the price-he checks with the finance guy and HE oks it. I say if they somehow turn 21K down (unlikely IMO), just leave your phone number and they will call you back later telling you they WILL sell it at that price. They sometimes aren't real easy to deal with because they are in it for the money, it doesn't pay as well if they make a great deal for you, but they will do it.

tell them the other dealer is offering to sell for 21k. tell them if they can match, the price you will get it from them. tell them you are also looking at other cars. they will tell you there is no way to sell the car for that price, but about a day or two later they will call you and tell you some B.S like their boss just came back and agreed to that price. be patient.

Most of the time you can get the best price the week before the end of the month, and this is the time of year to buy.
If you can make the deal buy phone or email first it gives you an advantage. Once they get you in the dealership they gain the advantage. I got both my subies at $300 over invoice and additional options for cost, all done over emails and phone before I even went into the dealer. Just stopped in for 30min to look over the car and sign papers. No BS

I too am getting real serious about an 03 wrx, I got some good news yesterday that I am a semi-finalist in a truck giveaway (Toyota 2wd). I find out Friday at 7pm if I win the truck. I am REALLY hoping to win so I can sell/trade in the Toyota and maybe get the STI I have been wanting, instead of the WRX I am sure I would be happy with. The trade in would really make the payments easier.

I just spotted an 03 WRX with 8K miles going for 19,955. I'm in the market for one so I'll have to stop by and make em an offer.
