i definaltly saw an 07 wrx sti with the headlights with the LEDs in them (just like the new A4's) where do they sell them and do they make them for an 08? : banana :

Somebody probably modded their stock lights. You would have to do the same, search for headlight blackout or clearing on the forums and then check out oznium.com for other ideas. Good luck!

As far as the "Audi" LEDs in non-audi headlights, It is so custom that it is purely DIY, I have yet to see any sort of pre-made Headlights that have them.
