Possible yes, cheaper no (depending on how complete the kit and swap you are comparing are), easier yes and no. It's easier to fully tune the swapped EJ20 than a turbo EJ25, and they are more reliable. Installing a turbo is easier to do than a swap, by far due to the wiring harness of the new motor. However, at double-digit speeds, a turbo RS is actually faster than a USDM WRX. Until you blow it up anyway.

Look under engine swaps and read up.
A turbo'ed RS will be faster but unreliable. In the long run the RS-T will be more expensive after you blow up the engine.
