Exempt from what?
Paying registration fees?
After seeing this CHP car this morning, I've come to the conclusion that "CA EXEMPT" means exempt from the law:

SR20steve 12-06-2008, 09:27 AM Ca exemt just means its a state govenment vehicle. It can be anything used for official business, but can't be a personally owned vehicle.

VRT MBasile 12-06-2008, 09:51 AM It's registration exempt because it's a government vehicle. City buses have them, city hall vehicles have them, law enforcement vehicles have them, ambulances and fire trucks probably have them.
Next time you see a normal looking car with 'CA Exempt' plates, look on the side, there's usually some kind of weird ID number too.
I saw a blacked out charger yesterday though with police wheels and the police spot lights with a regular plate :confused:

I knew someone (and he used to post on I-club, that worked at a dealership a while back and stole the 11-99 frame off of a car that was traded in. At the time he was debating whether or not to put it on. We told him not to because he could probably get seriously ****ed for stealing that and putting it on his car.
Saw him driving last month, had the 11-99 frame on.

Hahahah thats awesome! wow, the only way you can get one now is buying from someone or taking from someone lol You had to donate like 1000 to the CHP tho, so people are selling them for 500-800 last time i checked

It was $1,800 to the 11-99 Foundation which supported CHP families in different situations. It's all explained on their website.

Actually it's not on the site anymore. Too many accusations that it's a "get out of jail for $1800" card. You can still donate, but there's no mention of the frame/card/badge/wallet/brass plaque. I'm sure you still can get that stuff, but the website says an "online" donation will not get you a lifetime membership

The California Highway Patrol 11-99 Foundation is an IRS-recognized 501(c)(3) nonprofit, charitable organization that provides Benefits and Scholarships to California Highway Patrol family members.

the autoshop i was in had to apply for one on a ScoutII due to problems. we got the plate and it is now driving around as a CA Exempt vehicle.
This isn't true... Just had to get my truck smogged last week
