What should my next lens be?

What should my next lens be?
I have the Canon Rebel XTi with the Kit lens (18-55) I am going back and forth about which lens I want to get next. I would like a macro lens because I love macro photography, but I am also wanting a lens with a little more telephoto capabilities.
I can't spend too much so I was looking at the EF-S 60mm f/2.8 Macro Lens or the EF-S 17-85mm f/4-5.6 Image Stabilized USM SLR Lens. The macro lens can be had for around 370 and the 17-85 is around 480. What do all the photography experts think? I like the fact that the Macro can do portraits as well as good macro photography so I am leaning in that direction....
