Maquires makes a plastic polish that will eliminate most of this.... plus helps to keep our headlightsn clear (cheap plastic). The name? I give up... it's in my garage ~ but I am in bed. Your on your own ;-)

if it's that bad you can always just replace the plastic cover, can't be more than $30.00 or so

Yo bro, I used Meguiars PlastX and it cleaned out the swirls. Made it look brand new, even on my headlights!!! --->Meguiars PlastX +1

That cover must be made of the softest plexiglass ever created; mine was badly scratched and swirled in a single visit to the car wash by an employee using paper towels to wipe down the interior glass. The PlastX works well, but is not a permanent fix (especially on headlights, the effect only lasts a month or so).

There is nothing inherently wrong with the plastic, this is the case with all clear plastics and has been true with every car I ever had. You are better off leaving the instrument cluster alone and never attempting to wipe it with anything as it is guaranteed to scratch. If it gets dusty, get a can of duster spray and blow the dust off that way. With the surface dust removed you can try cleaning it with a very soft rag moistened with cleaner, but it may still scratch. NEVER use paper towels, even rags with polyester may be a no-no. Cotton or microfiber only. Don't rub hard, be very gentle.
For best results with the plastic polish, the cluster should be removed from the car so you can have full access to the plastic cover and also so you can clean it thoroughly before polishing so you won't just be rubbing the dirt back into it and scratching it further.
I just did this with the cluster on my GTO, which I bought used and had some marks and scratches on the plastic. Took the cluster out of the car, got it as clean as possible and used some Black Magic clear plastic polish on it with a microfiber applicator (Would have used the Plast-X but my local stores didn't have it). It came out excellent, the marks are gone now.
